Commissioning Engineer (s) required for a major UK Utilities Company in several locations throughout the UK. The Commissioning Engineer will ensure safe and reliable commissioning and operation of new substation assets on the electricity transmission system, to meet demands of sustainable generation, customer requirements and replacement of an ageing asset base. The Commissioning Engineer will undertake the role of an Advanced Commissioning Engineer working on complex projects, supervising others within the commissioning activity as well as a range of other duties on plant and equipment as required that may include maintenance, site delivery of projects, complex fault investigation and repair, safety implementation and monitoring, supervising internal and monitoring external staff to ensure optimum efficiency, cost effectiveness, and safety as appropriate. The Commissioning Engineer will support and provide assistance to a Delivery Engineer to ensure the effective day-to-day utilisation of resources and prioritisation of work within the tasks and projects allocated.

Main Duties and Responsibilities:
• To undertake the role of Advanced Commissioning Engineer as required i.e. Commissioning Engineer and Commissioning Panel Chairman, under Transmission Procedure TP141.
• Within Project Delivery, to undertake site delivery activities of projects as the appointed Principal Contractor Representative (PC) / Site Manager under Transmission procedure TP144A.
• To fully enact the ‘project leader’ role in delivery of work packages within level of competence, ensuring productivity, efficiency and utilisation of various work groups by taking responsibility for direct control of staff.
• To ensure that staff are set to work in the correct manner, including provision of risk assessments and method statements, and that tool box talks take place.
• To monitor, review and progress contracts for unlicensed customers.
• To monitor, review and progress work undertaken by contractors, including enacting roles as defined in CDM Regulations. .
• To undertake roles as defined in the Companies Safety Rules.
• To be proactive in all aspects of the work programme communicating with the project leader or the line manager as appropriate to enable the work programme to stay on track and be updated to maintain target prioritisation as necessary.
• To undertake fault finding and diagnostic activities including fault rectification.
• To contribute towards investment development and design, as required.
• To undertake duties as part of black start response plan.
• To perform standby duties as per an agreed rota.
• To strive to eliminate all accidents and near misses within the work environment by adopting risk assessment techniques and being aware of potential hazards. To act as a role model for staff, promoting safety awareness within a team, including promoting the reporting and close -out of injuries, incidents and near misses.
• To provide support and assistance to the Delivery Engineer, and other team members, including dealing with sickness, discipline and poor work performance.
• To carry out performance management of staff, including development, and provide feedback on job delivery.
• To provide mentoring and/or training to other members of staff.
• To utilise all relevant systems, including IT, email and paper based, to record and access data in an accurate and timely manner.
• To liaise with other parts of the company to enable best practice to be implemented.
• To ensure staff utilise appropriate PPE, tools and equipment and that inspection policies are implemented.
• To undertake additional tasks and/or projects, as directed by a Delivery Engineer, whilst managing own time effectively to deliver.
• To stand in for Delivery Engineer as required.
Key Skills and Candidate Requirements:
Technical
• Ability to commission all types of equipment to recognised standards and procedures.
• Project delivery experience on a full range of complex, multi-interface projects will be required.
• Typically, a wide range of experience in substations work and/or on HV cable systems, encompassing electrical, mechanical, civil and telecoms engineering disciplines.
• In depth technical knowledge relating to the electrical and safety aspects of substation plant, together with fault finding expertise and plant analysis.
• Environmental knowledge and experience in respect of day-to-day duties, together with proven ability to respond to emergency situations.
• Application of full SAP duties across a large range of equipment.
• Planning or other non field based experience required.
• Sound understanding of operational policies, procedures and processes.
Supervisory/Interpersonal
• Effective planning, man-management, communication and supervisory skills to lead large groups of staff to achieve efficient completion of tasks.
• Demonstrate a self-help approach to common work related problems, using IT systems to resolve them.
• Possess a detailed understanding of the company’s performance management process, including personal development.
Financial
• Effective management and control of on the job expenditure and of allocated budgets.
Qualifications
• Minimum HNC or equivalent in an engineering discipline, preferably electrical engineering.
• Qualifications leading to membership of Institute of Incorporated Engineers (IIE) or similar professional body.
• Principal Contractor Representative (PC) / Site Manager under Transmission procedure TP144A.
• NEBOSH.
• Full driving licence.
• Certificate in Management Studies, would be of advantage.
